Possible Dr Who or Gavin and Stacey filming in Hailey Park?

Whilst cycling along the Taff Trail I saw a tv film crew shooting some type of drama just up by Hailey Park and wondered whether it was a Dr Who shoot? There was a chap holding a baby in a shawl and a woman (reminiscent of Ruth Jones) standing nearby. Could be some local BBC Wales shoot or even something for the new Gavin and Stacey?
